Coordinating Minister for Political, Legal and Security Affairs (Menko Polhukam) Mahfud MD emphasized that the new approach to handling Papua at this time should be through a welfare approach, not an approach using weapons.
He conveyed this after meeting with the TNI Commander General Andika Perkasa at the Office of the Coordinating Ministry for Political, Legal and Security Affairs, Jakarta, Thursday (25/11).
“Essentially the Papuan approach is comprehensive and synergistic welfare development. This means that in Papua the approach is not weapons, but welfare,” said Mahfud in a video published by the Coordinating Ministry for Political, Legal and Security Affairs, Thursday (25/11).
Mahfud explained that the principle of a new approach to handling Papua has been stated in Presidential Instruction (Inpres) No. 9 of 2020 and followed by Presidential Decree No. 20 of 2020. The two regulations emphasize that the approach to welfare in Papua in essence must be comprehensive and synergistic.
It is synergistic, he said, ministries and related institutions must work together. Instead of working on development on their own. Thus, the output appears products that blend with each other.
“No Education and Culture there, Transportation there, Telkom there. The results of the construction are not visible. So it is comprehensive, synergistic, integrated. That’s the Presidential Instruction,” said Mahfud.
Not only that, Mahfud also explained that the technical approach to security in Papua would be a territorial operation. Not a combat operation.
He also said that the TNI Commander already had an idea about a new security approach in Papua. The TNI commander, he said, would later explain the approach at the right time.
“The technical approach is, of course, a territorial operation, not a combat operation. I’ve had a lot of discussions earlier. The Commander in Chief already has ideas about the new approach and they will be presented at a later time,” said Mahfud.
At the same place Andika said that the TNI would use the legal basis issued by the government to act in Papua.
